Three key policies taking effect in mid-April in Vietnam


 Regulations on the subjects of import tariff quotas, amendments to support levels for trade promotion activities, and notices to be submitted to government authorities on the organization of exhibitions will all take effect from mid-April.

Regulations on subjects of import tariff quotas

On March 4, the Ministry of Industry and Trade issued Circular No. 04/2019/TT-BCT stipulating the principles of administering import tariff quotas for salted and egg products in 2019.

Import tariff quotas for salt and poultry eggs are allocated to the following subjects: For salt products, import tariff quotas are allocated to traders who use salt directly as a raw material to produce chemicals, medicines and other medical products. For poultry eggs, import tariff quotas are allocated to traders with business registration certificates or registration certificates for enterprises that have import demand.

Circular No. 04 is effective from April 17 to December 31.

Amendment of support levels for trade promotion activities

The Prime Minister has recently issued Decision No. 12/2019/QD-TTg amending and supplementing a number of articles in the regulation on building, managing and implementing the National Trade Promotion Program attached to Decision No. 72/2010/QD-TTg.

Modifications to the level of support for certain trade promotion activities are as follows:

 

Support of up to 100 per cent instead of 50 per cent is offered for short-term domestic and foreign training activities to enhance trade promotion skills among enterprises and cooperatives; support of up to 100 per cent instead of 70 per cent is offered for activities in trade information, market research, and building a database of key export markets by commodity sectors; financial support will be provided to local authorities to promote the image of available export products and well-known local destinations; and financial support will be provided for inviting representatives of foreign media to Vietnam to write newspaper or magazine articles or present radio, TV or online reports promoting Vietnamese exports under a package contract.

Decision No. 12 takes effect from April 15.

Notices to government authorities on the organization of exhibitions

On February 26, the government issued Decree No. 23/2019/ND-CP on non-commercial exhibition activities carried out in Vietnam and those taken abroad, including: Exhibitions organized in Vietnam by central agencies; Exhibitions co-organized by organizations in two or more cities and provinces in Vietnam; and Exhibitions organized locally by local agencies. Organizations or individuals wishing to organize exhibitions in the above-mentioned categories must send notices on the organization to functional agencies, under Form No. 06, issued together with this Decree.

Decree No. 23 takes effect from April 15.
