The Prime Minister’s Working Group will examine each ministry to look for barriers and licences that hinder businesses, aiming to finalise the elimination of a substantial amount of sub-licences and cumbersome administrative procedures by June 30.

Minister cum Chairman of the Government’s Office, Mai Tien Dung made the statement during a working session yesterday, with 16 of the relevant ministries, on the implementation of the Government and PM’s assigned tasks on the reform of specialised inspection with imports and exports and the reduction of unnecessary business conditions.
At the request of the Government, 11 ministries must cut 50% of the items subject to specialised inspection under their authority, while halving the number of inspection procedures.
Minister Dung, who is also Head of the PM’s Working Group, said that during the first few days of the new year, the PM issued a telegraph requesting that the relevant ministries, sectors and localities immediately start work after their long holiday in the spirit of boosting growth and removing difficulties for businesses.
The Government and the authorities concerned are determined to take action to cut red tape and accelerate reform, aiming to create favourable conditions for people and business operation.
Regarding the specialised inspection over import and export goods, the PM requested that each item is assigned to just one leading agency to avoid cases in which enterprises must travel many times to different units for inspection procedures. Furthermore, the leader also called for a reduction in unnecessary business permits, while ensuring national sovereignty and security and promoting domestic production.
Minister Dung revealed that the working group will report to the PM on dealing with overlapping inspections among ministries and the amendment of many decrees to reduce business conditions. He urged each ministry to set up their plans clearly to solve each issue and, from March 15, the working mission will work with each ministry separately.
He also asked for strong renovation in the method of inspection and application of risk management, transferring from pre-inspection to post-inspection, with inspection standards to be publicised, while not turning the standards and regulations into business conditions.
The minister said the Government will sit with the ministries to discuss the June 30 deadline, and will also invite businesses and industry associations to revise the legal documents regarding business permits and inspection reductions beforehand.
